What merchants need to know.

A merchant evaluating Singapore should understand what a QR label represents, which provider actually receives funds, and whether the chosen partner is appropriately licensed or exempt under the Payment Services Act. PayNow and SGQR are infrastructure and acceptance concepts, not interchangeable software products.

FROM PRIMARY DOCUMENTATION

MAS describes SGQR as one standardised merchant-facing QR label that can present multiple e-payment schemes; PayNow Corporate enables eligible businesses to receive SGD using their UEN.

02 / UNDERSTAND THE PAYMENT METHODS

Different rails. Different responsibilities.

Use this table to separate the payment method from the provider, the merchant contract and the underlying settlement mechanism.

METHOD / ROLEWHERE IT FITSWHAT TO VERIFY
01

PayNow Corporate

Real-time SGD transfers

Entities use their UEN linked through participating financial institutions to receive funds.

Receiving-bank participation, reconciliation reference, payer confirmation and refund process.

03 / TURN RESEARCH INTO A DECISION

Find the questions worth asking.

Choose your operating use case before requesting a quote. A “supported country” label rarely tells you which legal entity, channel and settlement flow is included.

MERCHANT PATH / 01

Collect from local consumers

Test cards, PayNow and app-wallet options. SGQR can simplify in-person signage, but the acquirer and enabled schemes still matter.

Ask the provider

  • Which PayNow and wallet methods actually appear on checkout?
  • What does the QR label accept at the point of sale?
  • How are confirmations and refunds reconciled?
MERCHANT PATH / 02

Run a store, restaurant or POS

NETS cards, terminals, SGQR acceptance and popular wallets may require different integrations or merchant contracts.

Ask the provider

  • Which terminal model supports the methods needed?
  • Can the provider consolidate receipts and settlement?
  • Are any tourist wallets accepted?
MERCHANT PATH / 03

Operate a cross-border payment business

Payment-service activities can trigger licensing obligations. Merchants should distinguish using a PSP from becoming a regulated payment institution.

Ask the provider

  • Who has the MAS licence or exemption for the actual service?
  • Do you need cross-border money-transfer or e-money services?
  • What KYB and fund safeguarding rules apply?
04 / KNOW THE RULES

Regulation should be part of the brief.

Authorities determine the operating framework. A provider’s merchant contract and first-party product documents then determine what your business can actually use.

01 / REGULATORY CHECKPOINT

MAS Payment Services Act

MAS explains licensing and supervision for payment service providers under the Payment Services Act; business activity, thresholds and exemptions affect obligations.

02 / REGULATORY CHECKPOINT

Standard versus major payment institution

Licensing thresholds and authorised service categories vary. A merchant using a payment gateway is not automatically a licensed payment institution.

03 / REGULATORY CHECKPOINT

SGQR and PayNow are different layers

SGQR describes a QR display standard; PayNow is a bank-account transfer scheme. Confirm the provider’s enabled methods and merchant contract.

07 / RESEARCH TRANSPARENCY

Primary sources, not borrowed opinions.

We favour central banks, supervisory authorities, payments-system operators, standards bodies and original vendor documentation. Evidence categories show what each link supports.

Editorial methodology · November 3, 2026

Provider features and regulatory scope can change. Each source is identified by type so merchants can distinguish authoritative policy from product marketing. Where a provider supports one country or payment method, this is not assumed to cover all legal entities, transaction types or channels. Reconfirm important claims directly before contracting.

08 / COMMON QUESTIONS

The practical answers you came for.

Is SGQR itself a payment network?+

No. MAS describes SGQR as a standardised label combining different accepted schemes. Merchants still need the participating provider and method contracts.

Can a business receive PayNow using its UEN?+

Yes, if it registers with a participating bank or major payment institution for PayNow Corporate, as described by the Association of Banks in Singapore.

Does using a PSP require the merchant to obtain a MAS payment licence?+

Not usually merely by using payment acceptance services, but a company that itself provides regulated payment services must assess its activities, exemptions and licensing with counsel.

Should I use cards or PayNow?+

Often both deserve evaluation. Consider shopper preference, recurring support, refunds, total cost, reconciliation and channel fit rather than one generic winner.
